Bill’s career spans more than four decades as a structural engineer, construction manager, attorney, owner’s representative and program and project manager. He has completed projects valued at more than $3.0 billion in the healthcare, research/technology, commercial, institutional, educational and residential market sectors. 

His experience in claims and dispute management resulted in favorable settlements for his clients and cost avoidance in the tens of millions of dollars.

As a business advisor, Bill has counseled and advised clients in the development of brown field sites, high-rise urban developments, major medical centers, neighborhood health centers and not-for-profits serving disable and under-served populations.

Bill’s multi-disciplinary experience and broad based business perspectives provide his clients with a comprehensive package of services offered from a unique experienced-based career. His focus on threshold issues and creative solutions is founded on his diverse experience, expertise and education. Bill possesses that dynamic blend of personal talent and professional expertise required for positive and successful outcomes.

In addition to MCS, Bill has worked for such notable firms and companies as Turner Construction, Thornton-Tomasetti, J. A. Jones, Kalkines, Arky, Zall & Bernstein and Granary Associates/Stantec. MCS is a successor firm to Bill’s former practice, WFMConsulting.

Bill earned degrees in architectural engineering from Penn State, a master in civil engineering from CCNY and a doctor of jurisprudence from the Houston College of Law.

Bill has served on industry panels, committees and discussion groups and has lectured to student groups.
